Odisha Town Planning has been started by Odisha Chief Minister Naveen Patnaik from December 2020. This initiative has been done by Bhubaneswar Development Authority which will be the first town planning of the scheme. In the official launch event of the Town Planning Scheme, the Odisha CM gave land leases to the residents of four villages located on the outskirts of the capital city. The main objective of this scheme released by the government is to provide the villagers the Record of Rights.
Odisha Town Planning Scheme Plan :-
The Odisha Town Planning Scheme is a major project designed by the DDA to increase the road density of the city and improve their accessibility. The city of Odisha is the main engine of development of our economy, such a thing was said by the CM of Odisha at the time of the announcement of this scheme. He also said that it is very important to focus on the planned development of cities on a permanent basis, and by creating safety nets for the weaker sections, organic development will also be enabled.
Record of rights to villagers in Odisha :-
The CM of Odisha distributed records of rights in the following areas of Odisha through video conferencing: –
Sahajpur
Nargodha
Sijuput
Paikarapur
The Chief Minister also said that community participation and civic participation are central focus areas for the development of cities present in Odisha. The state government believes in taking the citizens along and hence has a high priority in formulating a partnership model for the active participation of the citizens. Due to some such reasons, the primary objective of the Odisha Town Planning Scheme is to develop the states’ urban development.
Planned Development in Odisha Town Planning Scheme :-
The Odisha Town Planning Scheme released by Chief Minister Naveen Patnaik has been prepared as the beginning of a new phase for new development. Keeping in mind the development of cities, this new scheme will be implemented in a timely manner so that new models of urban development can be made to emulate this scheme. The BDA has supported the government in this scheme, for which the Chief Minister has commended the BDA for starting the planning scheme in the town with the participation of landowners. Under this scheme, expansion of cities will be done in a fair and transparent and practical manner.
Land pooling method for infrastructure development in OTPS :-
The DDA will work on the Odisha Town Planning Plan as well as the land pooling method instead of traditional land acquisition. Under this scheme, the land polling method will be followed mainly for the development of infrastructure and urban development in Bhubaneswar and its outskirts. The scheme will be implemented in the expansion of the cities in a planned manner and 358 r-o-r will be distributed to the land owners of the town and village under this scheme.
Under the scheme, the video will be taken from the owners of the land covering an area of 746.70 acres in four areas – Sahajpur, Nargowda, Sijupur and Pickerpur – for development of more than 40% area. Although no compensation will be given to them in lieu of this land, infrastructure will be developed on the remaining 60% area.
