Through this scheme, various kinds of schemes that are launched for the unorganized sector are integrated so that uniformity of benefits can be maintained. Through this scheme unorganized industry and self-employed occupations which are notified by the Labour Department, the Government of West Bengal is covered along with construction and transport workers. In order to take benefit of this scheme, the beneficiary is required to contribute Rs 25 a month towards the provident fund. The government has decided to waive off this monthly contribution from 1st April 2020. Now the government of West Bengal will pay the amount of contribution.

The main objective of the Yojana is to provide benefits of various government schemes uniformly among the unorganized sector by integrating the schemes. Benefits Under Bina Mulya Samajik Suraksha Yojana

Provident fund

  • All Eligible workers are required to contribute Rs 25 per month towards the provident fund
  • The state government will also give a matching grant of Rs 30 against the worker’s contribution
  • The state government will also bear the interest which is payable annually at the rate at which interest allowed on the deposit under the general provident fund by the government from time to time
  • If the beneficiary attains 60 years of age or discontinuous as a subscriber under the scheme or in the event of the account becoming inoperative due to death the total cumulative amount along with interest will be refunded to the workers or his or her nominees
  • The account of the subscriber will be closed if the subscriber does not make any contribution continuously for 3 financial years
  • Such account can be revived by the assistant Labour commissioner on the application made by the subscribers stating the reason for such non-payment
  • No arrear contribution will be allowed

Health and family welfare

  • Rs 20000 per annum for alignment will be provided to beneficiaries or family members under West Bengal Health Scheme which requires hospitalization or outdoor treatment. The benefits will be provided for:-
    • Cost for clinical test- full
    • Cost of medicine- full
    • Cost of hospitalization- full
    • Payment for loss of employment to the beneficiaries at the rate of Rs 1000 for the first five days and an additional amount of Rs 100 per day for the remaining days up to a maximum of Rs 10000
  • The claim for the beneficiary and the family members will be accepted more than once a year
  • But the amount of total assistance is limited to Rs 20000 per annum
  • The beneficiary or his or her family member is entitled to get financial assistance upto Rs 60000 per annum on account of any kind of surgery. This assistance will be provided for:-
    • Cost of clinical test-full
    • Cost of medicine-full
    • Cost of hospitalization-full
    • Payment for loss of employment to the beneficiaries at the rate of Rs 1000 for the first five days and an additional amount of Rs 100 per day for the remaining days up to a maximum of Rs 10000
  • The beneficiary and his or her family members can claim more than once a year
  • The financial assistance will be limited upto Rs 60000 per annum in case of surgery
  • If the beneficiary is hospitalized for five or more days due to an accident then the payment for loss of employment to the beneficiaries will be provided at the rate of Rs 1000 for the first five days and an additional amount of a hundred per day for the remaining days up to a maximum of Rs 10,000. This claim will be admissible to the beneficiary himself/herself

Death and disability

  • If the beneficiary dies due to some accident then Rs 200000 will be provided to the nominee
  • the beneficiary dies a normal death then Rs 50000 will be provided to the nominee
  • If the beneficiary undergoes 40% or more disability then Rs 50000 will be provided to the beneficiary
  • Rs 200000 will be provided in case of total and irrecoverable loss of both eyes or loss of both hands or feet or loss of sight of 1 eye or loss of use of hand or foot
  • Rs 100000 will be provided in case of total and irrecoverable loss of sight of one eye or loss of use of one hand or foot

Education

  • Assistance for education will be provided to the children of beneficiaries as per the following category:-
    • Reading in class 11th- Rs 4000 p.a
    • Reading in class 12th- Rs 5000 p.a
    • Under training ITI- Rs 6000 p.a
    • Reading in undergraduate- Rs 6000 p.a
    • Reading in postgraduate- Rs 10000 p.a
    • Reading at polytechnic- Rs 10000 p.a
    • Mechanical/engineering- Rs 30000 p.a
  • Under this scheme, if the daughter completes undergraduate education or equivalent skill development studies then Rs 25000 financial assistance will be provided. This financial assistance will be provided only for two daughters. The financial assistance will only be admissible if the daughter remains unmarried till the completion of her studies
  • The above-mentioned benefits will not be payable to those students who are eligible to get benefits under the Swami Vivekananda merit cum means scholarship scheme
  • The above-mentioned benefit will be provided to all those students who were studying in recognised educational institutions of state government, Central Government or any institution created by the government
  • All the students who are covered under this scheme are not eligible to avail of any other scholarship scheme of the government

Training in safety and skill development

  • Training in safety and skill development will be provided to the workers through the Paschim Banga society for skill development
  • The training will follow the cost and other common norms that have been finalised for skill development interventions in the state
  • The fund for this training will be arranged from the construction worker cess for skill development of construction workers and their families, the transport cess for skill development of transport workers and their family members and from the state budget of the Labour department for skill development of workers listed under notified and organised industries and self-employed occupation and their family members
  • A suitable grant-in-aid/fund will also be made available by the appropriate authorities of the Labour Department

Maintenance Of Account And Audit

  • All the expenditures for the administration of the scheme will be borne by the State Government which include the cost of various forms, stationery, service charges to the bank etc
  • All the grants that are received from the state government, Central Government or the beneficiary under the scheme will be deposited into the fund
  • Board is required to maintain separate accounts for the purpose of the scheme and get the accounts audited by the auditor
  • The annual report regarding the performance of this scheme along with the audited report of account is required to be sent to the state government
  • The CEO of the board is required to send the annual budget for the financial year which is required to implement the scheme to the state government at least four months before the commencement of the financial year

Bina Mulya Samajik Suraksha Yojana Card

  • For the purpose of this scheme the existing Samajik Mukti card, registration number and passbook issued to the unorganised workers will be deemed valid
  • The new workers will be issued SMC in order to avail the benefit of this scheme
  • SMC will also be issued to the existing unorganised worker who is registered under the various scheme and who are not issued these cards earlier
  • These SMCs can be used by an unorganised worker at any of the regional labour offices in districts and sub-divisions as well as in all labour welfare facilitation centres in blocks and municipalities

Eligibility Criteria Of Bina Mulya Samajik Suraksha Yojana

  • Applicant must be a permanent resident of West Bengal
  • The age of the applicant should be between 18 to 60 years
  • The family income of the applicant should not exceed Rs 6500 per month

Details Regarding Registration

  • All the willing unorganised workers who want to apply under this scheme shall submit the application in the prescribed form for registration under this scheme
  • The registration can be done at the block or municipality or municipal corporation office
  • Registration can also be done through special camps that are organised in each block or municipality or Municipal corporation
  • These camps will be organised once a month
