This single platform will manage the Government of India’s estate services. The Government of India has announced the E-Sampada Portal and mobile application on 25th December 2020 on the auspicious occasion of the good governance day under the initiative of the one nation one system. The Minister of state Shri Hardeep S Puri has made the announcement to launch this portal for housing and urban affairs in a virtual meeting that was held in New Delhi. The portal is a unique online platform through which the booking and allotment of government residential Apartments and estate services will be available for eligible officials. Consequently, Transparency and accountability will boost with the implementation of this portal.

Formerly, four different portals and two apps were utilized to obtain the above-mentioned services of booking or allotment of estate and residential arrangements because they were managed by different departments that were complex and slow-moving. The E-Sampada portal and mobile app are launched instead of those four different portals and two apps to make this allotment and booking process simple, transparent, and uniform.

The major aim of the E-Sampada Portal is to ensure a single online platform for bookings and allotment of the government residential accommodation and estate services. The Citizens can perform venue bookings, holiday homes, and hostel bookings for touring officers, office, market accommodation, and also government residential accommodation with the help of this portal. At present, the citizens are not needed to visit different portals in order to avail the above-mentioned services. They are only needed to visit the official website of the E-Sampada portal and from here they can easily administer all the above-mentioned services. This will definitely save a lot of time as well as money. Along with this, it will also bring transparency to the system. Government Residential Accommodations

The directorate of the estate has administered the allocation of government residential accommodations. These accommodations are granted to the elected officials of the Government of India. The allocation procedure is done through the online mode which is entirely automatic. Numerous other services along with the allocation, are also granted by the directorate which is as follows:-

  • The Accommodation retention
  • No demand certificate or clearance
  • Accommodation allocated on a temporary basis
  • Accommodation regularisation
  • The Action was taken against subletting

The Booking Of Market on the E-Sampada Portal

The directorate of the estate manages the allocation and ownership rights of the INA market. Along with that the allocation and ownership of the newly constructed market in the new Moti Bagh and kid was Nagar East is also administered by the directorate of the estate.

The Office Accommodations

Based on the obtainability of space the office space is allotted to the eligible central government offices. Along with that numerous other parameters like the strength of employees etc are also considered while assigning the office space. The directorate of estate administers the allotment of office space in Delhi and other locations. The Eligibility criteria and needed documents to apply for the office accommodations are as follows:-

  • The Nodal officer details
  • Details of officers and other officials working in the office
  • Approval from the joint secretary of the Ministry department
  • The Cabinet/CCA approved the Location of the office in Delhi
  • The Office should be a part of the Secretariat of ministry or an associated subordinate office

Booking A Venue

  • 5 Ashoka Road- This is a type VIII Bungalow which is located in heart of the city. This bungalow is specifically allocated for societal purposes and marriage on payment of licence fee. The utmost period of allotment is 5 days only. There is a policy that The CPWD (Central Public Works Department) formulates and maintains from time to time, and that is accountable for governing the allotment of the Bungalow
  • Vigyan Bhawan– Various types of international conferences and other meetings are organised at the Vigyan Bhawan. This was constructed in 1956. Numerous types of government, as well as private organizations, organize their conferences at Vigyan Bhawan. Since 2nd December 1992, the directorate of the estate has been the custodian of Vigyan Bhawan. There are so many halls that are present at Vigyan Bhawan and they are utilized for conclaves and seminars. The applicant is required to pay a licence fee in order to book Vigyan Bhawan.
  • Other Locations-  In order to book venues at some other locations the applicant needs to pay the licence fee. The custodian of most of the venues is a directorate of the state.

e-Sampada portal was launched on the occasion of Good Governance Day by the Minister of State(I/C) for Housing & Urban Affairs (MOHUA) Shri Hardeep S Puri in the presence of other senior officials in a virtual program held at the national capital. The portal is launched with an objective to provide a single-window platform for allotment of more than 1 lakh govt residential accommodations, allotment of office and market accommodation to govt organizations, booking of Holiday homes & Touring Officers hostels at various locations, booking of venues such as 5, Ashoka Road, Vigyan Bhawan, etc. for social functions, etc.

All the aforesaid venues and estates are administered by different departments of Government India, therefore earlier five different portals and two apps were there for the allotment & booking of these venues and this made the allotment/booking process complicated and time-consuming for the applicants. To make the allotment process hassle-free, simplified, transparent, uniform, time-saving, and effective at the same time, the e-Sampada portal and mobile application were launched by the concerned Ministry.

As to the Secretary of the Ministry of Housing and Urban Affairs (MOHUA), earlier, applicants have to fill out lengthy online application forms from various portals for any booking. He stated that this process was time-consuming and confusing as well. With the launch of a new portal and app, all these services can now be accessed on a single platform throughout the nation with more simplified processes and with enhanced transparency.
