Two such bodies are the All India Council for Technical Education (AICTE) and the University Grants Commission (UGC). In the coming time, the government is going to implement some such system related to the education system in which both these bodies will be included under a single body. The name of this new bill passed for the education system is Higher Education Evaluation and Regulation Authority (HEERA). According to the news received, the Central Government will soon pass this bill and start work on it from the year 2019.

Main Objective of Heera Yojana:-
Single body education system for higher education:
The rules of AICTE and UGC are governed by their respective higher authorities. Therefore, sometimes it becomes difficult to observe both of them at the same level. Therefore, the main objective of the Higher Education Evaluation and Regulation Authority is to bring these two institutions together and connect them at one level.

Fund allocation as per performance:
Financial assistance is provided by the Central Government by allotting funds to educational institutions. This financial assistance received by higher educational institutions and research institutes is very important. Now after the passing of this bill, the progress and performance of these institutions will be monitored, and then money will be allotted to them according to their performance. This means that from now on, these institutions will have to perform better to get money from the government.

Monitoring of ongoing projects:
The government prepares many academic and higher education related projects. The main objective of these projects is to improve the entire education system. After the implementation of this single body education system, it will become easier to monitor all these ongoing projects.

Development and improvement of the entire education system and educational institutions is the main objective of the Ministry of Human Resource Development. NITI Aayog and Planning Commission also support this project. But still many have doubts about its successful implementation.

Minimum educational qualification:
Every academic course has certain prerequisites and qualifications which the applicant has to fulfill. Now in the coming time, the minimum level will be fixed and set for all educational programs.

Here the full name of HOSHE is Higher Order Skills for the Student. Under this program, students will not only be pressurized to acquire knowledge but will also be provided information about professional industries. Various colleges and universities will pay more attention to the skill development of students. So that when they complete their education and come out of college or university, they are eligible to work in the industry.

To analyze the quality of teaching in different institutions:
Various agencies will be hired by the government, the work of these agencies will be to collect data from various sources and prepare reports regarding various institutions. And then with the help of these reports the quality of the education system of these institutions will be analyzed.

Different rules for private and distance learning courses:
In this new education system, separate rules will also be prepared for private and distance learning courses. In order to provide a similar platform to the students taking part in such courses, the quality of education given to them will also be increased.

Reforms in the National Institute Ranking Framework:
The sole purpose of setting all these rules in the education system is to participate in competition at the international level by improving one's position in the National Institute Ranking Framework.

Proposal for autonomy:
Under this, the progress report of each institute will be seen. And if this report is found satisfactory then that college or university will be given the right to autonomy. Through this, these institutions will get the right to choose their curriculum and make some changes in it, which will be suitable for their development.

More study of social sciences:
More study and research will be done on such subjects which are related to social sciences. When the research is completed, suggestions for improvements will be collected on these issues. This will strengthen the social scenario in the country.

Special agreements with other nations:
India has also made some agreements with other nations in the field of education. According to this agreement, foreign students can take admission in Indian institutions and participate in research programs.

  There are many sensitive issues related to this bill, hence not much expectations can be placed on this bill. AICTE and UGC are also not very happy about this, they say that till now they have been working as per their rules. And sudden changes in all the systems will cause many problems and may also hamper their performance. Along with this, many believe that after its implementation, AICTE and UGC will face problems in funding. Now it remains to be seen whether the government is able to implement it successfully in the coming year or not.
