The YSR government has come up with the YSR Kanti Velugu Scheme. Through the implementation of the scheme, many incentives will be provided to the residents of Andhra Pradesh state. The YSR Kanti Velugu Scheme is a free mass eye check-up scheme that is implemented by the concerned government of Andhra Pradesh. Through the implementation of the scheme, many incentives will be provided to all the beneficiaries of the scheme. One of the main benefits which will be provided to all of the beneficiaries will be the availability of free eye check-ups for the applicants. The scheme was launched on 10th October 2019 in Anantapur District on the occasion of “World Sight Day”.

With respect to the year 2020-21, a total of 11 items of various sub-schemes of Pradhan Mantri Matsya Sampada Yojana, a project of Rs 648.520 lakh was proposed for 76 beneficiaries. For this purpose a budget allocation of Rs 13.36 lakh was made in the year 2020-21 and Rs 77.408 lakh in the year 2021-22 against the grant of Rs 316.168 lakh. District Magistrate Rajesh Kumar has provided this information in the third meeting of the district level committee of the Pradhan Mantri Matsya Sampada Yojana 2022which was held on 21st December 2021 in the collectorate auditorium. Under this scheme, loan facilities will be provided to the beneficiaries to construct ponds on private land.

Applications that were rejected will be re-examined. After conducting a meeting with officers of the concerned department the NOC will be resolved immediately. The central government will fund 60% of the amount and the state government will find 40% of the amount under this scheme. 40% of the total unit cost will be provided to the general category beneficiary and 60% of the total unit cost will be provided to the scheduled caste, tribal and women beneficiaries.

The rest will be the beneficiary’s share. In order to set up a project under this scheme, the applicant should have registered private land or lease land for at least 10 years without any dispute and the applicant should be able to spend the amount of the beneficiary’s share. On this occasion, the supplementary proposal action plan for the years 2021-22 was also approved by the district level committee related to the Pradhan Mantri Matsya Sampada Yojana

Through YSR Kanti Velugu Scheme around 2488800 lakh, beneficiaries in Hyderabad and 29640  lakh beneficiaries in ranga reddy district have been benefited. They are provided with reading and prescription glasses. This data has been revealed by society for public safety and good governance. Through the YSR Kanti Velugu scheme, overall 2343642 individuals of Andhra Pradesh have been provided reading glasses and 1495972 people have been provided prescription glasses. This scheme has funding of rupees 196.79 crores.

Screening Process under Kanti Velugu Scheme

The screening will be done by 500 teams that have been appointed by the concerned authorities of the Andhra Pradesh government. The screening will be done by 31st July 2020. The following numbers of beneficiaries will be benefited:-

  • During the second phase, 1,34,252 children with vision defects were identified
  • 56,767 spectacles were distributed
  • 77,485 other cases are under evaluation.
  • During the first phase, 66,15,467 children were covered
  • 4,36,979 children identified with eye problems.

Summary: The State government launched Dr. YSR Kanti Velugu for providing comprehensive eye care free of cost to prevent 80% of the cases of blindness by performing cataract surgeries and distributing spectacles.

The eye screening will be done at the village secretariats till July 31, 2020. The aged will be mobilized by village volunteers and village secretariat staff. The screening teams will comprise accredited social health activists, village secretariat and sub-center ANMs, and paramedical ophthalmic officers. In all, 500 teams have been identified to conduct secondary eye screening. During the second phase, 1,34,252 children with vision defects were identified, 56,767 spectacles were distributed and 77,485 other cases are under evaluation. In the first round, 66,15,467 children were covered and 4,36,979 children were identified with eye problems.

  1. All the school children shall be screened preliminarily for identification of children with defective vision.
  2. Preliminary screening will be carried out at schools by the Preliminary screening teams with the help of school teachers.
  3. The preliminary screening team consists of one Public Health staff and one ASHA worker. For the purpose of preliminary screening public health
    staff includes MPHS(M), MPHS(F), MPHA(M), MPHEO, CHO, PHN(NT), APMO, DPMO
  4. Each preliminary screening team shall screen around200-250 students per day.
  5. All the preliminary screening teams shall be trained for conducting the preliminary screening.
  6. The preliminary screening team shall be provided with material for screening and data sheets for noting the results of the screening.
  7. These sheets contain the Name of the school and code, the Name of the PHC, the Name of the student, the Aadhar Number, and a column for noting the screening results. DMHO will supply these sheets to the PHCs. Format for data collection is enclosed.
  8. After completion of screening, Preliminary screening teams shall hand over the data sheets to the respective ANMs. ANMs, upon receipt of these filled-in datasheets, shall upload the data through the tablet provided to them or through desktops at PHCs.

YSR KANTI VELUGU Scheme 2022: The Chief Minister of Andhra Pradesh YS Jagan Mohan Reddy launched one of the revolutionary healthcare schemes i.e. YSR KANTI VELEGU Scheme on 10th October 2019 at Anantapur District on the occasion of “World Sight Day”. It is basically a free mass eye screening program that is going to be implemented in Andhra Pradesh in a phased manner. The first phase of this scheme was started on 10th Oct 2019. This YSR KANTI VELUGU Scheme is aimed to provide comprehensive and sustainable universal eye care to all the people of the state.

The expenditure that is estimated to be incurred in this scheme for the procurement of drugs, equipment, material, and staff is Rs.560.89 crores (Approx). This total expenditure includes 60% contribution of shares by the Government of AP and 40% shares by the Govt. of India. Through this scheme, the entire population of the state is going to be benefited. Currently, the third phase of the YSR Kanti Velegu Scheme is going on.

It is one of the revolutionary schemes in the health care sector in the state. With the implementation of this scheme, the government will ensure better and healthy eyesight for all the citizens of the state. Each and every citizen will be covered under this scheme.

The scheme will be implemented in various phases starting with the screening of school children of the state to providing surgeries and necessary treatment for the identified patients. This scheme will be carried forward with the help of 1,415 health officials, 160 district program officers, 42,360 ASHA workers, 62,500 teachers, 14,000 ANMs, and 14,000 health department employees.

Dr. YSR Kanti Velugu Programme in AP will organize a preliminary screening of all people. AP govt. will identify people with defective vision and the screening team will include 1 public health staff and 1 Asha worker. Preliminary screening is to be carried out and data sheets would be prepared. These Preliminary Screening Data Sheets would be handed over to ANMs who will upload this data at PHCs.

Children found to be having vision defects would be provided advanced treatment in the second phase from November 1. A task force headed by the Collector would monitor the program in each district, the release said, adding thousands of health and para-medical staff would take part in the program.

District-level task force committees with the Collectors as their chairmen have been constituted for effective implementation of the program. Besides, 160 District Programme Officers, 1,415 medical officers, 42,360 ASHA workers, 62,500 teachers, 14,000 ANMs, and 14,000 public health wing staff will become an active part of the program. Health kits have already been sent to all the Primary Health Centres across the State.
