Madhya Pradesh government is going to start online registration for the “Bhavantar Payment Scheme 2022” across the state. This scheme is also known as MP Mukhyamantri Bhavantar Bhugtan Yojana. Under this scheme, the state government will pay the full cost of crop loss (Bhav + Antar) to all farmers who faced losses while selling agricultural produce under the Minimum Support Price (MSP). The government will launch this scheme in the next few days for 13 Kharif crops, which are being sold under MSP within and outside the state. Farmers can register online on the official website of the Madhya Pradesh government at Mpeuparjan.nic.in from 28 July to 31 August 2022.

Under the Madhya Pradesh Mukhyamantri Bhavantar Bhugtan Yojana, if the farmer sells the crop for less than the Minimum Support Price (MSP) then the remaining amount will be given by the state government. Knowing that the Madhya Pradesh Mukhyamantri Bhavantar Bhugtan Yojana has more problems, according to experts, the lessons learned from the implementation of the scheme in Madhya Pradesh are not very good. If there is any such problem in implementing this scheme in one state, then it will be a big leap to apply it all over the country. According to an estimate, if Bhavantar Bhugtan Yojana is implemented across the country, it will require Rs 75,000 crore to Rs 1 lakh crore annually and if the cost of MSP is two and a half times as promised by the government, more funds will be required.

This year, all the farmers have come to know that the market price of almost all Kharif crops is less than the Minimum Support Prices (MSP). Therefore, the government has decided to restart this Mukhyamantri Bhavantar Bhugtan Yojana for the betterment of the farmers. Mukhyamantri Bhavantar Bhugtan Yojana has started for 13 crops in the state cotton, moon, wheat, urad, Bajra, Rice, Jowar, soybean, groundnut, sesame, ram-til, maize, and Ttoor dal.

Under this scheme, farmers will get compensation for the difference between the Minimum Support Price (MSP) and the market price, where farmers sell their products at the model price. The model price is determined by the average price of the product in MP and 2 other states where such crops are grown. For the scheme benefits, farmers need to register online and sell their agricultural produce in the registered agriculture markets.

Bhavnagar Bhutan Yojana was launched for the first time in October 2017 by the government to maintain agricultural prices by passing a bill in Parliament. In order to provide financial assistance to the farmers in case of a sales crisis in the market, the government launched this scheme. Even this year, there is a crisis in the sale of many crops, so the Madhya Pradesh government is going to start the scheme again for Kharif crops in the financial year 2020-2022. Online booking will start on 28th July 2022 and will continue till 31st August 2022.

Since the MSP of cereals will increase by 11%, that of cotton by 18%, and that of Jawahar will increase by 41% so far. The state government pays the same crop as the market, but once Bhavnagar Bhutan Yojana 2022 is fully implemented, more and more farmers will come to sell the crop at the same time. This will increase the indoor crop from the market and the price will fall in the open market and the Madhya Pradesh government will have to spend a lot of money to pay the MSP difference.

After receipt of food grains from the farmers of Madhya Pradesh, the receipt for selling them and the number of grains sold by them will be deposited in their bank account within seven working days.
